Electric cars still only have less than 10% market share in places like the US. Are we going to completely replace (and re-sell) every single existing electric car? Probably not.
The built-in assumption here is that we cannot manufacture our way to the amount of electric cars that are needed to reach climate goals (i.e. earth livability expectations). At some point, there must be market for converting existing cars that are a good fit to electric drivetrains.
There are companies hoovering up spent EV batteries, and as those batteries pile up, people are going to look for other things (vehicles) to put them in.

Conversions happen right now, and at present it's a niche industry, covered by sites like treehugger.com. What we know is that this industry will explode (governmental regulation has already assured that), but most people still don't know:

- How long a conversion could take
- If a kit exists for their car
- Government subsidies to perform a conversion
- Risks associated with conversion
This information is tied to purchasing intent, and there are large companies dipping into new business lines (EVs) that want to be able to reach this customer. People who are looking into conversions can also be convinced to purchase a new electric car, even if you can't sell them parts directly.
